Upgrade exim-relay (4.99.1-r0-2 -> 4.99.5-r0-0)

This makes `exim_relay_relay_protocol: smtps` actually use implicit TLS (SMTPS) when talking to the relay host.
Previously, the setting was silently ignored and a plaintext (STARTTLS-capable) connection was attempted instead.
