Most `when` dict keys already were done correctly, but these few weren't.
ansible-core 2.19.0 reported the following errors for them:
> [WARNING]: Deprecation warnings can be disabled by setting `deprecation_warnings=False` in ansible.cfg.
> [DEPRECATION WARNING]: The `bool` filter coerced invalid value 'variable_name' (str) to False. This feature will be removed from ansible-core version 2.23.
This commit adds copyright attirbutions in SPDX format to files for matrix-bot-chatgpt, following the REUSE's specification.

This:
- brings consistency - no more mixing `_name_prefix` and `_registry_prefix`
- adds extensibility - a future patch will allow reconfiguring all registry prefixes for all roles in the playbook
We still have `_docker_` vs `_container_` inconsistencies.
These may be worked on later.

Add setting to enable ipv6
This is still very far from usable.
Various bridges and bots are still talking to
`matrix-nginx-proxy` instead of the new `matrix-homeserver-proxy` role.
These services need to be reworked. While reworking them,
various cleanups are being done as well as adding Traefik-labels to
those that need them.
