* Add a global config option for Docker network MTU

* Upgrade systemd_docker_base (v1.2.0-0 -> v1.3.0-0)

This is a break in backward-compatibility for people disabling
`index.html` creation via the playbook but are managing their static
website files in another way (AUX role, etc).
