The global lets us avoid auto-detection logic like we're currently doing for `matrix_nginx_proxy_proxy_matrix_federation_api_enabled`. `matrix_nginx_proxy_proxy_matrix_federation_api_enabled`.

In the future, we'd just be able to reference
